Patricia L. Pacey, PhD

Dr. Patricia Pacey is frequently called upon to assess economic issues for personal injury, employment termination, business litigation, and antitrust matters, and to conduct studies for government agencies and corporations. She has had wide and diverse experience testifying as an expert witness in state and federal courts, particularly in cases requiring the quantification of damages suffered by persons or businesses and also before legislative bodies.

Special industry studies undertaken by Dr. Pacey have involved the telecommunications, cable television, public utilities, and sports markets. In telecommunications, projects have focused on modeling the demand for long distance calling, estimating elasticity of demand, and evaluating rate structures. In the field of sports economics, Dr. Pacey's studies have ranged from empirical analyses of sports participation and attendance at college football games, to the quantification of the effects of television ratings and the relation of such ratings to game characteristics. More recently, Dr. Pacey was retained by the Office of the State Auditor to evaluate the impact of future educational funding and spending requirements resulting from the passage of Amendment 23. Following this project, the Office of the State Auditor requested Dr. Pacey's services again for a project, which reviewed the Colorado Lottery revenue forecasting techniques.

Dr. Pacey graduated cum laude with a Bachelor of Arts in mathematics from the University of Florida and went on to receive her Ph.D., also with honors, in economics from the same institution. Upon receiving her Ph.D., she became an analyst for the Congressional Budget Office in Washington D.C., preparing cost estimates from proposed legislation related to education, human resources, and Social Security. She left government service to join the faculty of the University of Colorado, where she taught a variety of undergraduate and graduate courses including antitrust, managerial economics and finance, microeconomics, statistics, and econometrics.

Dr. Pacey has participated as a speaker/lecturer for a number of continuing legal education programs and has attended seminars, which focus on a variety of valuation issues. She is also a member of the American Economic Association, Western Economic Association, Beta Gamma Sigma, Governor's Revenue Estimating Advisory Committee and has published articles in The Southern Economic Journal, The Journal of Industrial Economics, Economic Inquiry, Journal of Business, Telecommunications Policy, Colorado Lawyer, and other periodicals.
